Public Organization "Network of Ecostations of Ukraine" strategy on the biodiversity preservation and restoration in the conditions of the armed conflict and in the post-war period 2022 - 2024 (3 years)
Problem
The war with the Russian Federation and the military strategy of “scorched earth”, the total destruction of communities, use of prohibited types of weapons professed by the armed forces of the Russian Federation creates catastrophic threats to the natural environment, in particular biodiversity. There are risks of destroying a colossal number of rare and valuable species of the flora and fauna.

The Network mission to prevent the disaster of biodiversity loss in the armed conflict
Contribute to the creation of the necessary institutional conditions for the biodiversity preservation and restoration at the level of territorial communities of Ukraine affected by the military operations.

When it comes to institutional conditions, it is appropriate to take into account the following aspects of the strong institutions formation:
1. Formation of the policies and regulatory framework for the activities of organizations ensuring biodiversity preservation and restoration;
2. Formation of the permanent sources of resource support, including financial;
3. Formation of the organizations network based on the clearly defined principles of management culture, management principles that guarantee organizational sustainability;
4. Formation of a sustainable system of personnel training.
1. Formation of the policies and regulatory framework for the activities of organizations ensuring biodiversity preservation and restoration;
2. Formation of the permanent sources of resource support, including financial;
3. Formation of the organizations network based on the clearly defined principles of management culture, management principles that guarantee organizational sustainability;
4. Formation of a sustainable system of personnel training.
The Network tasks for mission implementation (list in order of priority)
1. Use all the available resources to monitor biodiversity loss in the territories affected by the military actions: formation of the volunteer monitoring groups to provide both humanitarian support and environmental damage monitoring; development of a reliable methodology for monitoring biodiversity loss; mobilization of financial resources; creation of an information system of the data base of biodiversity losses;
2. Formation of the typical policies for the conservation of biodiversity in the conditions of hostilities: what should territorial communities do to minimize the loss of biodiversity in conditions of war?
3. Formation of a strong network of stakeholders to expand the scope and resource provision of the national biodiversity conservation strategy: the Ministry of Natural Resources, international organizations, ecoparks, networks of territorial communities, scientists, etc.;
4. Advocacy for political and legislative changes that will guarantee the functioning of norms regarding the restoration of biodiversity in the process of rebuilding community infrastructure;
5. Formation of a typical community policy for the restoration of biodiversity in the post-war period on the basis of ecological stations;
6. Development of a network of ecostations in the regions liberated from the occupiers, taking into account the principles of resilience (sustainability, mobility, ability to evacuate, etc.);
7. Development of the professional and educational standards for training personnel in the field of biodiversity;
8. Implementation of a communication strategy, an educational campaign for the formation of public support for biodiversity measures in the period of post-war reconstruction.
